A regular, non-hazardous 200ml lotion can go in your cabin bag on an ordinary Gimpo–Jeju domestic flight, yet be too large for your later international departure. Korea’s general 100ml liquid-container rule applies to international flights. Passing the domestic check does not clear the bottle for the rest of your journey. Air Busan’s official restrictions distinguish the two.
This guide covers ordinary toiletries and liquids on regular Korean domestic flights, followed by international travel. Product-specific restrictions and your airline’s baggage allowance still apply. Official sources were checked October 23, 2026.
Read the route, not the airport’s name
A trip between Gimpo and Jeju is domestic even though the airports have “International” in their names. A flight from Jeju to another country is international. The airline’s name alone does not identify which liquid rule applies.
For the international part, Incheon Airport’s restricted-items guide gives the ordinary cabin allowance: containers of 100ml or less, inside one transparent 1L ziplock bag per person. Its guidance covers liquid and gel toiletries, and foods with a liquid or gel consistency. It explicitly excludes domestic flights from that general volume rule.
Write down every flight on your itinerary, including the journey home. For a special transit-only connection, ask the airline which screening process applies rather than treating it as a normal domestic trip.
The bottle size still counts when it is nearly empty
The airport’s liquid-products FAQ says the international limit is based on container capacity, regardless of the amount left inside.
Here is a packing example for ordinary lotion, not a special medical or duty-free exception:
| What you packed | Regular Korea domestic flight | International departure from Korea |
|---|---|---|
| One full 200ml bottle | Not excluded by the general 100ml rule | Too large for the ordinary cabin allowance |
| The same 200ml bottle with only 20ml left | The general 100ml rule still does not apply | Still a 200ml container; too large |
| Two 100ml bottles | Check the product and baggage rules | Each meets the container limit; both must fit with your other liquids in the single 1L bag |
Two 100ml bottles and one 200ml bottle can hold the same 200ml total, but the container test differs. Do not interpret “1L bag” as permission for one 1L bottle. The bag must close with all the permitted containers inside.
Some liquids have separate limits on domestic flights
Domestic does not mean every liquid is unrestricted. For example, Korean Air’s current restricted-items page lists:
- Perfume and hairspray: on domestic flights, individual containers up to 500ml and a combined limit of 2L per person.
- Ethanol hand sanitizer: for both domestic and international cabin baggage, containers up to 100ml and a total of 500ml per person.
These are examples from that carrier’s policy, not a complete packing list for every airline. Check your operating carrier for alcohol, aerosols, unusual ingredients and other restricted products. A small container does not make a prohibited substance acceptable. Baby food, necessary medicines and sealed duty-free purchases have separate conditions; use the applicable official guidance for those items.
Plan the handoff before checking your bag
Imagine you fly Seoul → Jeju → Seoul → home overseas, carrying the 200ml lotion above. Your useful packing decision happens before the international bag-drop counter closes:
- If you have checked baggage: confirm the product is permitted there, then pack it securely before handing over the suitcase. Do not leave the large bottle in a day bag merely because it passed the Jeju screening.
- If you travel with cabin baggage only: choose compliant container sizes for the international leg from the start. Check the whole liquid bag, not just the bottle you bought most recently.
- If you change a cabin bag into checked baggage: remove power banks and follow the carrier’s battery rules. Air Busan’s restrictions above prohibit power banks in checked baggage.
Passing the liquid check also does not increase your bag’s weight or size allowance. Compare those limits on your actual booking. For food souvenirs, the destination’s import and quarantine rules are an additional check.
If your itinerary changes airports, our Incheon–Gimpo transfer guide helps plan the baggage handoff. For bags left in Seoul while you visit Jeju, ask the operator about the actual storage duration; the luggage-storage guide compares the options.
Before buying a bigger beauty bundle, decide where it will travel on the flight home. Our sunscreen shopping guide separates the amount of usable product from the size of the advertised set.
