Before trying another Korean ATM, check three things: the machine’s supported card network, your card’s overseas withdrawal settings and limits, and the PIN for that card. A “Global ATM” sign does not guarantee approval. If your account already shows a debit but no cash came out, save the transaction details and contact the operator and your card issuer before making further attempts.

Checked October 24, 2026. This guide is for visitors using foreign-issued cards in South Korea. Acceptance, fees and recovery procedures depend on the machine and the issuer. It does not promise a particular bank will accept every overseas card.

1. Match the machine to your card network

Look for international-card service and a network logo matching your card. Follow the machine’s foreign-card or international-card route where offered; English language alone does not establish which cards the machine supports. Menu wording varies, so stop if you cannot identify the intended account or service.

For a concrete Korean-bank example, Citi Korea’s Global ATM page lists supported overseas-card networks, including Visa/PLUS and Mastercard/Maestro/Cirrus. It also separates its own transaction ceiling from the foreign issuer’s overall limit. Those are conditions for that service, not a rule for every ATM in Korea.

Use your issuer’s ATM finder or the network locators linked in Wise’s ATM help. Check the actual machine’s network marks when you arrive. A map listing cannot confirm that it is accessible, stocked with cash or able to approve your card at that moment.

At Incheon, use the airport’s official facilities directory to check the terminal, floor, public or restricted area, and hours. It lists both 24-hour ATMs and machines with shorter operating hours. “There is an ATM at the airport” is not enough to plan a late-night stop in the correct terminal.

2. Check the card’s permission and remaining withdrawal limit

Open your issuer’s app or contact its official support channel. Ask about the exact card you are using:

  • Is it activated and currently unfrozen?
  • Are overseas ATM withdrawals permitted, and is a security restriction affecting this attempt?
  • What withdrawal limit remains, including any daily limit already used?
  • Is the available balance enough for the requested cash and applicable charges?
  • Can the issuer see the declined attempt, and what reason does it show?

A card that paid for a café purchase still needs approval for an ATM withdrawal. For example, Mastercard’s FAQ says some prepaid-card issuers restrict ATM or foreign transactions and directs customers with ATM problems to their issuer.

Wise’s decline guide separately lists activation, frozen cards, available funds and spending or withdrawal limits. Wise users can inspect the transaction in their activity feed. Other issuers have their own controls and support process; do not assume the same screen or setting exists in every app.

Hypothetical example: the machine offers a ₩300,000 withdrawal, but your issuer says only the equivalent of ₩200,000 remains available today. The machine’s menu has not increased your card’s limit. Confirm an amount within the applicable limits and allow for fees before deciding whether another attempt is appropriate.

If you are considering a credit card as a backup, ask about cash-advance eligibility, PIN, fees and interest terms first. Mastercard describes credit-card ATM access as a cash advance. The terms for paying a hotel bill do not establish the cost of taking cash out.

3. Verify your PIN before another attempt

Use the PIN supplied or confirmed by your issuer for that card. If the machine requests a length or account choice you do not understand, contact the issuer instead of inventing digits, adding zeros or trying several guesses. Mastercard directs PIN questions to the issuing institution.

Repeated wrong entries can create another problem. Wise specifically says three incorrect PIN entries block the PIN until it is unblocked. That is Wise’s published rule, not a universal retry allowance. Follow your own issuer’s instructions for checking or unblocking a PIN.

Once you have confirmed the network, card permission, available limit and PIN, a different compatible machine may be a reasonable next step. If the same failure continues, send the exact error to your issuer rather than treating another bank’s logo as a guaranteed fix.

Declined, debited or retained: choose the right next step

What happenedWhat to do next
The withdrawal was declined and your card came backCheck the three items above and your account activity. Save the error wording for the issuer.
Your account shows money taken or pending, but no cash came outKeep the receipt and ATM details. Contact the machine operator and your issuer about the failed cash withdrawal.
Only part of the requested cash came outCount what you received and record the shortfall, requested amount and machine details for the operator and issuer.
The machine did not return your cardContact the operator and your issuer promptly. Ask the issuer how to secure the card and arrange a replacement if needed; do not assume it will be handed back tomorrow.

For partial dispensing or a retained card, Emirates Islamic’s ATM support guide also directs its customers to report the incident to the bank. Recovery arrangements differ by issuer and operator.

For the no-cash case, Wise’s official instructions recommend collecting receipts and the transaction date, time, amount, ATM code and operation reference. They also distinguish a pending withdrawal from a completed one and provide their own dispute process. Use your issuer’s process and timeline; a refund period published for Wise does not establish the deadline for another card.

A useful support note is:

At [time and date in Korea], I requested [amount in KRW] at [operator, location and ATM ID]. The machine displayed [exact error]. I received [no cash / partial amount], and my card [was / was not] returned. My account shows [no entry / pending / completed]. What should I do next?

Keep receipts and photographs private. Do not put your PIN, full card number or security code into a public post when asking for help.

Check the cost separately once withdrawal is possible

The ATM operator’s fee, your issuer’s withdrawal charges and any currency-conversion offer are separate questions. Mastercard explains that the operator discloses its fee and that the issuer can have its own fee policy. Read both before accepting.

Use our KRW versus home-currency guide when the machine offers conversion. Choosing a currency will not resolve a blocked PIN or an issuer restriction.

If you need the cash for transit, check the balance you actually need to fund. The WOWPASS and Tmoney balance guide explains their separate balances; the Tmoney refund guide helps you avoid leaving more money on the transit card than you can conveniently recover.
